Strategy
The overall goal of the Dialogue for Peace, now in its second phase, is to continue to advance and underpin the consolidation of peace throughout the Somali region through consensus-oriented, integrated approaches to state- and peacebuilding.

The desired outcomes of the programme, which build upon the sustained efforts of Interpeace’s Somali partners over the first phase of the programme, are:

Collaborative problem-solving achieved through genuine dialogue;
The further development of ‘neutral spaces’ (safe spaces in which to express opinions without fear of retribution) established at the national, sub-national and local levels;
Timely dialogue around sensitive national and sub-national issues that included key, and often times opposing, stakeholders and deal-makers;
A critical mass of the Somali public empowered to develop initiatives for action on key issues of reconciliation and reconstruction both during and beyond the life of the Dialogue for Peace process;
Concrete contributions made to peace- and statebuilding in the Somali region, through direct inputs into formal reconciliation efforts.

Background
Regionally-based democratic governments in Somaliland, Puntland and south-central Somalia have begun to emerge at varying rates over the last few years. The current state of flux within the political situation has made a coordinated democratization effort necessary so as to strengthen existing structures, develop new structures where they do not exist and support governance initiatives throughout the region. This is one of the platforms for the Somali Democratization programme to build and consolidate peace in the region.

The seeds of democracy have already been sown in Somaliland, the self-declared autonomous state. Not only have they been succesfully nurtured to provide the people of Somaliland with reasonably stable and legitimate local government. On top of that, it represents a model for the other Somali regions and their own fledgling efforts to strive for. This has already been clearly demonstrated by the government of Puntland’s interest in building off of the Somaliland model. Democracy, effectively introduced and structured to meet the unique aspects of the Somali context, has a very important role to play in the successful development of the Somali region. A window of opportunity is now open to bolster democratic processes and understanding in the region.”

Strategy

The overall goal of the programme is to provide all Somalis with the opportunity to participate in the governance and development of the Somali region through democratic processes and to enhance both their understanding of and commitment to their society and its governance.

The desired outcomes of the programme are:

A transparent and credible voter registration system that conforms to a national voter registration act planned and developed by the National Electoral Commission of Somaliland as well as a larger national registration effort to include local authorities and the Ministry of Interior;
An electoral law that outlines the policies and guidelines for both the establishment of an independent electoral commission and the envisioned electoral processes developed and enacted by the Puntland Authorities;
Strengthened institutional capacity of the National Electoral Commission of Somaliland, enabling it to lead Somaliland’s democratization process;
An electoral law developed and enacted by the TFG that establishes the policies and guidelines for both the establishment of an independent electoral commission and the envisioned electoral processes;
A viable constitutional revision to be prepared by the Constitutional Review Committee of Puntland and delivered to Parliament. The team would then seek to have the review approved and passed on to the people of Puntland for approval through a constitutional referendum;
Greater capacity within Somali parliaments to carry out their responsibilities by building on their capacities and acquiring necessary infrastructure;
Effective civil society engagement with Somali communities to raise awareness and motivate Somalis to participate in planned electoral processes, including voter registration, constitutional referendums and elections, with specific attention to women and youth;
Transparent and credible elections/referendums that conform to the electoral laws and consti-tution/charter designed by the electoral commissions of Somaliland (existing), Puntland (planned), and Somalia (possible). It is also the desire of the programme team to see the electoral processes used to improve understanding of the democratization process throughout the entire Somali region.
